The Jasper Utility Service Board, whose membership comprises appointed representatives from various segments of the community, is responsible for overseeing the general condition of the City's Electric, Water, Natural Gas, and Wastewater Utilities. 


Meetings are held at the City Hall Council Chambers - 610 Main Street - at 7:00 PM on the third Monday of each month, except for January and February, which are held on the Tuesday following the third Monday, due to City holidays.

The Jasper Community Arts Commission is the chief administrative body for the Arts Department of the City of Jasper. Its members manage and direct the policies, programs and activities for the department.

The Board consists of eleven members who must reside within the city limits of Jasper. Four members are appointed by the Mayor; five members are appointed by the City Council; one member is appointed by the Greater Jasper School Board, and one member is appointed by the Jasper Park & Recreation Board.

The Jasper Board of Public Works and Safety is the chief administrative body of the City of Jasper. They manage and direct the policies, programs and activities for the following departments: Building, Engineering, Fire, Legal, Police, Personnel/Safety/Loss Control and Street.

The Mayor serves as the presiding officer and appoints two other members.

The Jasper Board of Zoning Appeals (JBZA) is a five-member board that addresses variances to the standards laid out in the city's Unified Development Ordinance. The primary types of appeals that can be filed with the BZA include: Nonconforming Situation Ruling; Administrative Appeal Ruling; Special Exception; Development Standard Variance; and Use Variance.

The Park and Recreation Board is the chief administrative body for the Park and Recreation Department. They manage and direct the policies, programs and activities for that department.
The Board consists of five members who must reside within the city limits of Jasper. Four members are appointed by the Mayor and one member is appointed by the Greater Jasper School Board. Members serve a four year term and may be reappointed.

The Stormwater Management Board is coordinated by the Engineering Department.

The Jasper Plan Commission (JPC), an 11-member board, addresses rezoning and subdivision of land requests for the City and its two-mile jurisdiction in addition to maintaining and updating the City's Comprehensive Plan.

The Economic Development Commission is charged with reviewing tax phase-in (abatement) applications and making recommendations on them to the Jasper Common Council.

In 1997, Mayor Bill Schmitt formed the Jasper Partnership Commission. Its primary objective is to provide a central point to strengthen communication and promote Sister City related activities with Jasper's sister city--Pfaffenweiler, Germany.  Read more about the Sister City history.

Stormwater Department

The Jasper Stormwater Department manages IDEM’s Construction Stormwater General Permit (CSGP) and MS4 General Permit (MS4GP) for stormwater for the City of Jasper. This includes the 6 MCM (minimum control measures)

  1. Public Education & Outreach

  3. Illicit Discharge Detection & elimination
  4. Construction Site Stormwater Runoff Control
  5. Pollution Prevention & Good Housekeeping for Municipal Operations
  6. Post Construction

The City of Jasper Stormwater Department has generated a Stormwater Quality management Plan that covers in full detail the 6 MCM programs.
