About EVs
Electric vehicles (EVs) are cars, trucks, and buses powered either fully or partially by electricity. They use electric motors instead of, or in addition to, internal combustion engines. They typically produce less air pollution and are more energy-efficient than gasoline-powered vehicles. There are commonly three types of EVs:
Battery Electric (BEVs)
- Fully electric, no gas engine.
- Tesla Model 3, Chevy Bolt
Plug-in Hybrid (PHEVs)
- Run on electricity for short trips and switch to gas over longer distances.
- Toyota Prius Prime, Ford Escape PHEV
Hybrid Electric (HEVs)
- Use a gas engine and electric motor but do not plug in. Not considered full EVs.
- Toyota Prius, Honda Accord Hybrid
Benefits of Driving Electric
- Zero Tailpipe Emissions - Cleaner streets, safer air
- Lower Fuel Costs - Typically costs half the price of fueling with gasoline
- Less Maintenance - EVs have fewer moving parts- no oil changes, no spark plugs, no exhaust systems
- Quiet and Smooth - Near-silent operation and instant torque for quick acceleration
EV Charging
EV chargers supply electric energy to recharge EV batteries. They connect an EV to a power source and vary by speed and installation type. There are three types of EV chargers:
Level 1 - 120V, uses a standard household outlet. Slowest, but good for overnight home charging.
Level 2 - 240V, used commonly in public locations and some homes. Adds 10-30 miles of range per hour.
Level 3 - DC Fast Chargers - 400-1,000V, available at select public stations. Can charge most EVs to ~80% in 30 minutes.
Installing EV Charging
Level 1
The City of Jasper does not require permitting or consultation for the installation of Level 1 EV Chargers in single-family homes. However, those who are considering should note that even Level 1 charging can use a lot of energy and may have high monthly electric costs. If you have any questions, contact Ashley Kiefer, Utilities Business Manager, at akiefer@jasperindiana.gov or (812) 482-9131.
Level 2
The City of Jasper does not require permitting or consultation for the installation of Level 2 EV Chargers in single-family homes.
Before installing Level 2 Chargers in multi-family and commercial zones consultation with the City of Jasper Electric Utility is required. Please contact Ashley Kiefer, Utilities Business Manager, at akiefer@jasperindiana.gov or (812) 482-9131.
Level 3 – DC Fast Chargers
Before installing Level 3 DC Fast Chargers in any location, consultation with the City of Jasper Electric Utility is required. Please contact Ashley Kiefer, Utilities Business Manager, at akiefer@jasperindiana.gov or (812) 482-9131.
Important Information
Check Electrical Panel Capacity – Level 2 chargers typically require a 240V circuit. Some older homes may require panel upgrades before Level 2 charger installation. Level 3 chargers may require additional electrical infrastructure and require consultation/coordination with the City of Jasper Utility Department.
Research Incentives – Federal tax credits and state programs may help to reduce out-of-pocket costs.
Hire a Licensed Electrician – Proper installation ensures maximum safety and charger performance.
Consider Charger Location – Choose a spot near where you park (and preferably indoors) with access to your electrical panel to minimize installation cost.
The City of Jasper and its residents recognize the important role Electric Vehicles play in our future. That’s why topics such as solar power and electric vehicle charging was included in our 2019 Comprehensive plan for building a strong and healthy community. As part of that plan, the City has adopted standards for both solar and electric vehicle charging and has added a growing number of chargers in public spaces.
